Make a touch attack using athletics and get an extrs success.
For spells without sn attack roll use an arcane roll against 10+ spell level. If you roll 5 above you gain extra success.
The whole idea to be bigger, more cinematic, and avoid the we just trade blows.
I know Paelius used the extra success on his ray of frost often. It makes everyone have more options.
